This here is a cartoon based on the Chinese Exclusion Act of 1882.
Statesmen disliked the Chinese, racism was common, "they drew the line".
In the cartoon we see that the U.S. which is supposedly the "land of opportunity"
prohibited Chinese immigration to the U.S. but they let others like socialists and communists enter the U.S.
The man in the depiction is bringing with him great things like peace, industry, order, and sobriety, but the U.S. was blinded in seeing what the Chinese had in stock.
The Gate of Liberty brought a chance for people around the world but they weren't always open.
The Flag mocks them, they see it but they cannot reach it.

Now Plutocracy means government by the wealthy, basically meaning that the rich control the government.
Here, John D. Rockefeller towers over the government and Supreme Court, which signifies that he has more power then them.
Rockefeller owned 95% of the oil refineries in the U.S. and in the cartoon the White House look like and oil refinery, which meant that everything was running on oil.
The buildings are gold which represents the Gilded Age.
